Repairing a 1045 Flagman

I have a Lionel 1045 Flagman that needs an operating-arm repair. Somewhere along the way the flag got broken off. I've tried cementing it back on but it eventually drops off again.

Anybody out there ever replaced the arm on one of these? If so, what's involved?

Paul, they are made of a sort of plastic that is very hard to glue. Have you considered ordering or looking for a replacement?

New arms are available from a number of parts dealers, but I'm unsure how to remove the old one. I have a Greenberg repair manual for Lionel (a reprint of instruction sheets from Lionel), but it doesn't have notes re: the 1045. I might try drilling a hole in his hand and gluing in a replacement. I've been using Loctite GO2 glue recently...seems to work well on most materials.
